Streamline the Program Management Chain of Command
In general, national deployment programs of significant scope are characterized by multiple layers of management and oversight. Typically, companies elect to utilize general contractors with top level responsibility for program execution. These general contractors, in turn, might work with regional subcontractors who have direct staff or partnership relations with subcontractors at the local level. Activities associated with performance of program activities at the field level usually requires local knowledge of real estate, zoning ordinances or regulatory requirements which can vary significantly at the state, county or even community levels. Thus, working with local subcontractors who have this indigenous knowledge is often critical to project success.
Unfortunately, this “layering” of management infrastructure also adds significant cost and friction to the program management process. Invoices, change orders and other project related documents must be routed through a hierarchy of management review and approvals. This adds additional cost and introduces the potential for errors, omissions and delays. Clearly, an ideal solution would eliminate much of this management overhead and replace it with a more direct channel of communication and oversight between corporate level program leadership and field‑based implementation resources.
Push Program Status Reporting to Field

Successful implementation of this approach is dependent upon the ability to push project status reporting and information collection out to field‑based resources. That ability, in turn, depends upon an information management system that supports the effective organization, collection and reporting of this information back to corporate level management. If this can be done effectively then middle management levels can be removed and replaced by direct top down oversight.
Shape Human Behavior to Ensure Success
The primary inhibitor to successful implementation of this approach is human behavior. Success depends upon disciplined, timely and accurate project status reporting and data entry. Thus, the ability to effectively shape the behavior of participant at all levels of the organization, and, to enforce compliance with established procedures and reporting requirements is another fundamental requirement of the program management system.
ProgramScope provides the audit and reporting capability to quickly identify instances of noncompliance or nonperformance. This capability, when combined with fully empowered program leadership, results in the ability to apply appropriate pressures to bring offending parties back into compliance by positive reinforcement (i.e., financial incentives, recognition, etc.) when possible, or, by corrective action (i.e., financial penalties, loss of contracts, reprimand, etc.) when necessary.

Significant operational improvements are only realized through changes in behavior that result in positive outcomes. Technology platforms can identify and quantify behavioral compliance, but, management commitment is also necessary to effectively enforce accountability standards and to empower program management to apply the necessary reinforcements – both reinforcing as well as corrective. The successful combination of technology and methodology are able to transform the program management paradigm and result in efficiencies that enable strategic level changes in corporate performance
